"hi--are the brake lines, fuel and power steering lines heavily rusted--are the frame rails rusted --does the lift not always work and is it an electrical problem or hydraulic thanks"

I would suggest an inspection if that's possible, if not I would say there is the expected amount of rust for a 22 year old vehicle. It appears the lift issue is electrical in the boom somewhere. Thanks.
