We think it will not start due to the battery being dead and the vehicle sitting idle for an extended time.

The Police Lt stated the main reason the vehicle would not start was because the battery was dead because the car has sat idle for an extended period of time. He does not recall any specifics as to other mechanical issues.

The administrative assistant in our Public Works Department, where we use to employ an in-house mechanic, would have access to the vehicle maintenance.
