The keys to this vehicle haven't been found. At this point all of the lock cylinders might have to be replaced. Maybe a locksmith could cut new keys?????

"About the keys and addressing the question above. Get a locksmith that can use a lishi tool. It will make it easy to just make a new key. The crown vic has a transceiver in the ignition , so even if you rekeyed the whole car, you'd still have to program the key because the transceiver doesn't change. So, it'll be cheaper to just have a key made for what's already in there. I hope this helps. "
