Q: What is the reserve
Awaiting the seller's answer.
Q: Do they leak or not passing for other reasons
A: They do not leak, still can be used in non life saving or non emergency use. The main reason they have been taken out of service is because they are manufactured before July 1987 and cannot be tested to NFPA standards. The NFPA 1962 standard describes the reasons in more detail.
