car was taken out of service and used for traffic details, car runs drives however a brake line failed in the engine bay, usual spot where the clips are. easy repair. also car will not go over 25mph as the rear encoder rings on the rear cv axles are giving implausible signals for the abs which is common in rust belt areas, the rings can be replaced, the PRNDL does not light up and there is some rust bubbling in the rear quarters over the wheels

A: yes, car will stop if you are going slow. car was trailed ,loaded and unloaded under its own power from the PD to its current location.
Q: overnight USPS money order accepted and can a third party pick up on my behalf keys and title available.
A: notarized letter with who ever is going to get the item, once the money order clears the bank it will be released to the third party
