Body is apparently NOT deteriorating per highway department- misunderstanding between departments when posting. Typical wear/tear still expected, but body is in okay condition for age/mileage.
Q: What is deteriorating? Chev Chassis are famous for it
A: Apparently, it's not deteriorating as initially thought- likely a misunderstanding by staff and instead the department said they wanted to replace it BEFORE it started deteriorating. Not to preclude any typical wear/tear on a typical highway vehicle but sounds like the body isn't in bad condition.
