The gate bottom is pretty rusted so how back is it underneath? Heavy rust from winter exposure?

The undercarriage has the normal wear/tear and rust associated with winter exposure. I have noticed several other Explorers with rust stains on the bumper below the gate so I suspect that is a design issue (ie trapping water) vs winter salt.

Warranty & recall work completed by Ford dealership, otherwise repairs completed by local shop. District keeps seven years of invoices / records.
