The winning Bidder must pay promptly by money order or cashier’s check made payable to the “Village of Orland Park”.
Item Description
The Village of Orland Park prepared this Invitation to Bid to sell surplus municipal property. The winning Bidder will buy eighty (80) used cell phones (the “Phones”) from the Village.
A list of the Phones is below as Exhibit A.
The sale shall be made on the following terms:
- Auction Begins. Bids will only be accepted online at the Municibid.com website starting September 1, 2015.
- Auction Ends. Bids will be received until 11:00 A.M. central standard time (CST) on September 15, 2015.
- Minimum Sale Price. The Village has established a minimum sell price of four-hundred and fifty dollars ($450), based on an appraisal of the Phones.
- Payment. After the bid deadline, the Village will review all bids received and will send the winning Bidder an invoice requesting payment for the Phones. Full payment is required within 5 business days of the invoice date. The winning Bidder must pay promptly by money order or cashier’s check made payable to the “Village of Orland Park”. After payment is received, the Village will provide the winning Bidder with a paid receipt. Failure to make payment within five (5) business days after the Village sends an invoice shall subject the winning Bidder to, at the Village’s sole discretion, reclamation of the Phones and relisting of the same for public auction. No refunds or returns. Unclaimed/unpaid Phones will be resold and the Village may apply a $25.00 handling charge. When a winning Bidder makes payment but fails to pick-up the Phones, Bidder shall only be entitled to a refund, less the above handling charge, at the Village’s sole discretion.
- Pick Up. The pick-up location will be Village Hall, 14700 Ravinia Avenue, Orland Park, Illinois 60462. The winning Bidder must pick-up the Phones not later than noon on Wednesday, September 30, 2015. It is the winning Bidder’s responsibility to provide the Village a copy of the paid receipt to pick up the Phones.
- Condition of the Phones. The Village does not provide any guaranties and/or warranties relative to the Phones. Thus, the Phones are offered on an “AS IS” basis. The authenticity of these Phones has not been verified. They may need repairs to work at optimal level. However, to the best of the Village’s knowledge:
- All Phones are factory reset
- All microSD / SD cards are removed from phones
- All phone power on and get to home screen
- No other tests were done on the phones
- All Phones are sold as is. The Village will not offer refunds or returns.
- Agreement. The winning Bidder must agree to and sign the Village’s standard Surplus Equipment Online Public Auction Affidavit. A sample agreement is available on the Village's website at http://www.orlandpark.org/bids.aspx.

Our Buyers Fees
With Municibid, pricing is clear, up-front and transparent. A buyer's fee (% of the winning bid amount) will be charged directly to the winning bidder upon the close of each auction via the credit card you entered prior to placing the bid. All Buyers fee's are aggregate unless otherwise noted. This means after you cross certain price thresholds you will pay a different buyers fee for the remaining amount. See below for an example.
Example:
If buyers fee is 8% for bids up to $99,999.99, 5% for bids $100,000 - $499,999.99, and 4% for bids over $500,000.
- Winning bid: $50,000: = Buyers fee: $4,000 (8% of $50,000).
- Winning bid: $150,000: = Buyers fee: $10,500 (8% of $100,000 = $8,000) + (5% of $50,000 = $2,500).
- Winning bid: $550,000: = Buyers fee: $30,000 (8% of $100,000 = $8,000) + 5% of $400,000 = $20,000) + (4% of $50,000 = $2,000).
Where can I see what the buyers fee is?
The current buyers fee will always be shown on the page of the listing under the current price in both the bid area and auction details area. You will also see the buyers fee amount you will pay for your entered bid on the page where you confirm your bid.
What if the selling agency rejects my bid?
If the government agency rejects your bid (they reserve the right to do so) your buyer's fee will be returned, in full, to you within 5 days of notification to Municibid of the rejected bid by the governing body.

FAIR WARNING ALL SALES ARE FINAL. You are legally obligated to pay for your item per the terms of the seller if you are the high bidder at the close of auction. If you do not pay for your item, you will not receive a refund of your buyer's final sale fee, you will no longer be permitted to bid on municibid.com and will be subject to a penalty of 40% of the winning bid amount. If your credit card is declined for insufficient funds, you will be charged a $50 fee.
