"Picture 17, between the front two rear cross members near the front tandem axle on the lower part of the frame, is what the gentlemen is asking about (jacking) and rust on the frame, Common in the north-east or heavily road salted areas. It acures on trucks with double frames.
Rust jacking is a phenomenon that occurs when rust builds up on the steel between the double lining of a double framed truck., causing upward pressure on the friction material. This pressure eventually leads to cracks and breakage. It can be repair but however you chose to do it is a very labor intense job. Shops and companys repair them all the time.
