Truck runs but will not pass PA inspection due to heavy rust and exhaust leak. Boom works but generator will not run.

No, pony motor will not run. Bucket will only work using the truck battery in the emergency setting.

Frame is rusty but no holes that we can see. Most of the rust is in the tool compartments.

I have added additional pictures showing the frame and the rust in the tool compartments. There are no visible holes in the frame. The rust issues are mainly in the tool compartments.
