-The successful bidder will be required to put forth a non-refundable cash or cashier’s check deposit of ten percent (10%) of the bid cost by close of business 3:00 pm, within three (3) days of award of the Bid at the Commissioners’ Public Meeting, Thursday, April 9, 2026, 10:00 am. -The successful bidder will pay all closing costs, fees, attorney costs, transfer costs, etc… as Cambria County will bear no costs upon closing. This includes payment of all pressure testing requirements borne by the purchaser prior to transfer. -The remainder will be due upon closing.

The property (Parcel 24-002.-207.000) is a total of 4,561 sf with an office building in the front and a 2,896 parcel in the rear of the building for possible off-street parking accessible through the Cambria County parking lot from South Center Street and West Lloyd Street. 

Building Description:

The two-story office building has a rolled rubber roof, decorative exterior dentil trim and corbels, aluminum gutters and down spout, a brick exterior, older wood windows, and a partial, walk-up basement with stone foundation walls and clam shell basement door access.  The building has only one access door.

The first floor consists of three offices, a half bath, and a foyer.  The second floor consists of four offices and a half bath.  The finishes include linoleum and low-pile carpet flooring, plaster walls and ceilings, fluorescent strip lights, and much of the original wood work and doors. 

The building also contains a natural gas boiler with radiators for hear, a mini tank water heater, and municipal water and sewer.

However, the County reserves the right to also consider the ability of the Bidder to fulfill all terms of the contract when making and award. -The contract to purchase the property will be awarded to the responsible bidder whose bid will be most advantageous to Cambria County, price and other factors considered. -Cambria County has the right to accept or reject all or any portion of any or all bids submitted and further reserves the right to waive any informality, infirmity, omission, defect, irregularity and/or disqualifying error in any bid to make the award in the best interest of the County. -All bid quotes shall be fixed for 90 days. -All transfers must be compliant with the County Code -An electrical box located inside of the office building will need to be relocated to the outside of the building. Cambria County, along with Ebensburg Borough, will facilitate this relocation of the electrical box. The awarded bidder must allow the removal of the box.
