-The successful bidder will be required to put forth a non-refundable cash or cashier’s check deposit of ten percent (10%) of the bid cost by close of business 3:00 pm, within three (3) days of award of the Bid at the Commissioners’ Public Meeting, Thursday, April 9, 2026, 10:00 am. -The successful bidder will pay all closing costs, fees, attorney costs, transfer costs, etc… as Cambria County will bear no costs upon closing. This includes payment of all pressure testing requirements borne by the purchaser prior to transfer. -The remainder will be due upon closing.

Item Description

The parcel (Parcel 08-004.-106.004) is a long, narrow, flat to sloped, 1.61-acre parcel (per the deed).  It is situated on the south side of Manor Drive, less than two miles from the downtown area of Ebensburg, the County Seat.  The main access to the property is off of Manor Drive at the front of the property, and there is a second access via an unnamed, private roadway at the rear of the property.

The subject is a two/three-story office building.  The exterior of the building consists of an asphalt shingle roof, aluminum gutters and down spouts, a brick exterior, and some foundation walls.  The foundation consists of there small basement areas, some crawl space areas, and concrete slab. 

The middle section of the building is three stories, and the two ends are two stories with third story storage areas.  The first floor consists of numerous offices, conference rooms, two sets of men’s/women’s rooms, a kitchen with large recreation room and a foyer.  The second and third floors consist of offices, conference rooms, and men’s/women’s rooms.  The finishes include linoleum and low-pile carpet flooring squares, drywall and plaster walls, acoustic ceiling tiles, and fluorescent strip lights.  There is a sprinkler system throughout the building.  There is some sprinkler equipment in a small room off of the recreation room.  The walls in this room and just outside of this room appear to have ceiling tiles, as well as many areas where the ceiling tiles have been removed.

The building has steam heat which is supplied via a gas-fired steam boiler.  The boiler is not on-site and is shared with a neighboring building.  This being said, the building will be required to have its own heating unit installed.

-The bid will be awarded to the highest responsible and responsive bidder. However, the County reserves the right to also consider the ability of the Bidder to fulfill all terms of the contract when making and award. -The contract to purchase the property will be awarded to the responsible bidder whose bid will be most advantageous to Cambria County, price and other factors considered. -Cambria County has the right to accept or reject all or any portion of any or all bids submitted and further reserves the right to waive any informality, infirmity, omission, defect, irregularity and/or disqualifying error in any bid to make the award in the best interest of the County. -All bid quotes shall be fixed for 90 days. -All transfers must be compliant with the County Code -An electrical box located inside of the office building will need to be relocated to the outside of the building. Cambria County, along with Ebensburg Borough, will facilitate this relocation of the electrical box. The awarded bidder must allow the removal of the box.
