This signboard is around 20 years old. Batteries are 3-4 years old. Currently, it does not turn on. Unknown working condition. It is not towable as the frame is rusted. It would need to be moved on a trailer.

A: We don't know. It hasn't been tried and it hasn't worked in about 10 years.
